Those in office are assumed to exploit the power assigned to them to the maximum possible extent: government is modelled as 'revenue-maximizing Leviathan'. Armed with such a model, the authors proceed to trace out the restrictions on the power to tax that might be expected to emerge from the citizen's constitutional deliberations.

Analytical framework to help understand taxpayers' revolt

Geoffrey Brennan and James M. Buchanan's The Power to Tax provides an analytical framework for understanding the so-called taxpayers' revolt of the late 1970s, when taxpayers began using referendums to enact amendments to state constitutions in order to limit taxation and hold down public spending by state legislatures. The book combines the orthodox public-finance approach with the public-choice approach to normative tax analysis. Government does not really fit the description of benevolent despot that is implicit in orthodox public-finance theory, nor can the taxpayers' revolt be explained by the median-voter model of public-choice theory. Instead, citizen-taxpayers saw government as a budget-maximizing Leviathan-like bureaucracy, whose behavior can analytically be described by the monopoly model of mainstream economics.

Traditional public-finance based normative tax analysis advises governments how to maximize revenues, or how to pluck the goose in order to obtain the most feathers with the least amount of hissing. It comes up with criteria of what it sees as efficiency and equity, such as comprehensiveness of the tax base and progression in the rate structure. Brennan & Buchanan instead adopt a different perspective: maximization of tax revenues may be in the interest of government (or, more precisely, of politicians and bureaucrats), but not of the citizen-taxpayer. The authors therefore come up with constitutional tax rules intended to constrain Leviathan. These rules are pretty much the opposite of those derived by orthodox public-finance theory, namely a non-comprehensive tax base and uniformity of tax rates (e.g. a proportional, or flat, tax).

The reason why tax limitations are to be enacted at the constitutional level is that tax limitation proposals did not emerge from the normal electorate process. Mere electoral constraints proved inadequate in limiting government to the level desired by the citizen-taxpayer. Furthermore, tax limitations are designed specifically to prevent government from taking those actions that citizens-taxpayers believe government would have taken, in spite of existing electoral constraints, in the absence of tax limitations.

In a nutshell, the book is about tax-base and tax-rate constraints. Conventional norms of tax analysis call for comprehensiveness and progression. But if you want to hold down the size of government, you do not favor comprehensiveness, and you favor uniformity of the tax rate. In short, if you want small government, you favor a flat tax with lots of deductions.

Critics of the book have charged that government is not at all times akin to a revenue-maximizing Leviathan. But, although this may be true, constraining rules such as tax limitations may serve as a "worst-case" check intended to prevent government from becoming that. This point of clarification became the basis of the authors' subsequent collaboration, The Reason of Rules, which is vol. 10 in the Buchanan Collected Works series.

The essence of The Power to Tax is also presented in two papers by the authors contained in volume 14 of Buchanan's Collected Works. I recommend that volume instead, since The Power to Tax does not really add much new insight to the analysis in those two papers.

This volume is the first of a series of books documenting the march from slavery to freedom in the U.S. from 1861-1867. The team of historians from the Freedmen and Southern Society Project at the University of Maryland began in 1976 (assisted over the years by many graduate students) to select original documents from the National Archives that best illustrated the process of emancipation, abetted in some states by the central role played by the slaves themselves in attaining their freedom. Letters, affidavits and proclamations from slaveholders, politicians, non-slaveholders, bureaucrats and slaves--complemented by the editors's illustrative footnotes--bring to life the voices of 19th century America wrestling with a destructive institution that led to civil war. While the editors present but a small percentage of the archive's holdings, they have chosen the most powerful and illuminating documents that should be read by every American.

Important work in the Western analytic philosophical style

This is a review of Reason, Truth and History by Hilary Putnam.

Hilary Putnam (born 1926) is one of the leading philosophers in the English-speaking world in the 20th (and early 21st) century. He is in the "analytic" philosophical tradition, which emphasizes rigorous argumentation and incorporating into philosophy the insights of science and mathematics, so his work is sometimes technical. This book is a combination of ingenious but difficult arguments (there is an appendix that contains a formal mathematical proof of one of his claims) with much more readable discussions of issues of general philosophical interest. I have met Putnam in person, and this book gives you a feel for what he is like: brilliant, intellectually broad and quick, but sometimes a bit glib.

Putnam has fundamentally changed his philosophical views several times. (He published this book in 1981.) But you will get a taste of his most famous claims from this work. There is a warning on p. viii that many readers may want to begin with Chapter 5 (a non-technical chapter). This is good advice. I am a professional philosopher, and even I found my eyes glazing over at points in Chapters 1-4.

Overall, you can see Putnam as *rejecting* the following common conception. The content of the meanings of our words and our beliefs is given by something internal to our minds or brains. Our beliefs are true just in case they "correspond" to a world that is completely independent of our beliefs. Science is the best (and perhaps the only) method for determining the correspondence between beliefs and the world. Science can "prove" its claims via a strict, logical scientific method. Ethics and values are subjective matters of opinion, since they are not proveable like science.

Putnam is similar to many critics (including Thomas Kuhn, Paul Feyerabend and the so-called "postmodern" philosophers) in recognizing that the picture given by the preceding paragraph must (and I mean MUST) be mistaken. The content of our beliefs and concepts is determined, in part, by things external to them (Chapter 1). There is no way to make sense of concepts and beliefs corresponding to the world, at least not if we think of the world as completely independent of our mental states (Chapter 2). The methodology of science cannot be reduced to formal logic and mathematics (Chapter 8). Fact and value cannot be neatly separated (Chapter 6).

However, Putnam diverges from many "postmodernists" in rejecting relativism and wanting to maintain some notions of truth and rationality. His basic move is to say that we can continue to ask questions like "What is real?" "Is theory A more rational than theory B?" and "Is X true?" but we can only ask them internally to our theories. Putnam argues that this does not land us in relativism or chaos because we are committed (by the very nature of our human practices) to treating other humans as rational in a way that is comprehensible to us (even if we end up disagreeing with them). In short, to treat someone as a "person" is to treat them as potentially disagreeing with us, but as disagreeing with us about the same world, and disagreeing in way that we can understand (and hence rationally argue with).

Overall, if you are going to read only one work by Putnam, I would recommend this one. But if you have not read any analytic philosophy before, be prepared to skim parts.

Philosophy Analytically Done

Analytic philosophy is often forebidding, and Prof. Putnam is a quintessential analytic philosopher. But, for those wanting an accessible book to try their minds in the analytical tradition without being overwhelmed, this is a nice start. The "Brains in a Vat" chapter is a bit tiresome as an analytic tool, but the remainder of the book is less obscure and more provocative. The book covers metaphysics, value theory, ethics, and epistemology in a highly engaging manner. If only more analytic philosophers wrote with such clarity and easy style. Don't be fooled. This book will be a mental workout, but one you'll enjoy rather than belabor.

PUTNAM CRITIQUES THE "OBJECTIVE" AND "SUBJECTIVE" DICHOTOMY

Hilary Whitehall Putnam (born 1926) is an American analytic philosopher, mathematician, and computer scientist who taught at Harvard for many years. He wrote many other books, such as Realism with a Human Face, Pragmatism: An Open Question, Reason, Truth and History, etc.

He wrote in the Preface to this 1981 book, “In the present work, the aim which I have in mind is to break the strangle hold which a number of dichotomies appear to have on the thinking of both philosophers and laymen. Chief among these is the dichotomy between objective and subjective views of truth or reason… The view which I shall defend holds… that there is an extremely close connection between the notions of TRUTH and RATIONALITY; that… the only criterion for what is a fact is what it is RATIONAL to accept.”

He explains, “The perspective I shall defend has no unambiguous name… I shall refer to it as the ‘internalist’ perspective, because it is characteristic of this view to hold that ‘what objects does the world consist of?’ is a question that only makes sense to ask WITHIN a theory or description… ‘Truth,’ in an internalist view, is some sort of (idealized) rational acceptability---some sort of ideal coherence of our beliefs with each other and with our experiences as those experiences are themselves represented in our belief system---and not correspondence with mind-independent or discourse-independent ‘states of affairs.’ There is no God’s Eye point of view that we can know or usefully imagine; there are only the various points of view of actual persons reflecting various interests and purposes that their descriptions and theories subserve.” (Pg.49-50)

He comments on Thomas Nagel’s essay ‘What Is It Like to Be a Bat?’: “Now, imagine a debate between two philosophers or psychologists, one of whom says NO bat QUALE is at all like any human QUALE. Bat QUALIA are unimaginably different from human Qualia. You will never be able to imagine what it feels like to be a bat (or even a dog or cat). The other philosopher, we may imagine, replies, ‘Nonsense! Perhaps there are SOME bat sensations I can’t imagine. There are some sensations of other humans (e.g., some sensations of the other sex) I probably can’t imagine, but that doesn’t mean I regard the psychological space of those other humans as unimaginably different from my own. Why shouldn’t I think of the bat’s visual field, for example, as very much like my visual field?… Allowing for some adjustments for the optics of the bat eye, or the bat’s hearing for the range that overlaps with mine, it’s like my hearing, and its pains are like my pains.” (Pg. 92-93)

He recalls, “When I was just starting my teaching career at Princeton University I got to know Rudolph Carnap, who was spending two years at the Institute for Advanced Studies. One memorable afternoon, Carnap described to me how he had come to be a philosopher. Carnap explained to me that he had been a graduate student in physics, studying logic in Frege’s seminar. The text was ‘Principia Mathematica’ (imagine studying Russell and Whitehead’s ‘Principla’ with Frege!). Carnap was fascinated with symbolic logic and equally fascinated with the special theory of relativity. So he decided to make his thesis a formalization of special relativity in the notation of ‘Principia.’ It was because the Physics Department at Jena would not accept this that Carnap became a philosopher, he told me.” (Pg. 125)

He argues, “Rationality may not be defined by a ‘canon’ or set of principles, BUT we do have an evolving conception of the cognitive virtues to guide us. It will be objected that this conception does not ‘get us very far.’ Rudolf Carnap and John Cardinal Newman were both careful and responsible thinkers, and both were committed to the cognitive virtues just mentioned, but no one thinks that one could have convinced the other, had they lived at the same time and been able to meet. But the fact that there is no way to resolve all disputes to everyone’s satisfaction does not show that there is no better and no worse in such a case. Most of us think that Newman’s Catholicism was somewhat obsessive; and most philosophers think that, brilliant as he was, Carnap employed many weak arguments. That we make these judgments shows that we do have a regulative idea of a just, attentive, balanced intellect, and we do think that there is a fact of the matter about why and how particular thinkers fall short of that ideal.” (Pg. 163)

He points out, “One problem with [Karl] Popper’s view is that it is not possible to test all strongly falsifiable theories. For example, the theory that if I put a flour sack on my head and rap the table 99 ties a demon will appear is strongly falsifiable, but I am certainly not going to bother to test it. Even if I were willing to test it I could think of [infinite] similar theories, and a human lifetime, or even the lifetime of the human species, would not suffice to test them all. For logical reasons, then, it is necessary to select, on methodological grounds, a very small number of theories that we will actually bother to test; and this means that something like a prior selection is involved even in the Popperian method.” (Pg. 197)

An early play in five acts by William Shakespeare, performed 1594-95 and published in the First Folio of 1623. The story of the play was taken from a translation of a long Spanish prose romance entitled Diana by Jorge de Montemayor. Shakespeare added new characters--including Valentine, one of the "Two Gentlemen," whose "ideal" friendship with Proteus is so developed that the plot seems to glorify friendship over romantic love. The abrupt last scene suggests that something has gone wrong with the text, and certainly Shakespeare was never again to use such preposterous motivation for the behavior of his lovers. About the Author

William Shakespeare is the world's greatest ever playwright. Born in 1564, he split his time between Stratford-upon-Avon and London, where he worked as a playwright, poet and actor. In 1582 he married Anne Hathaway. Shakespeare died in 1616 at the age of fifty-two, leaving three children—Susanna, Hamnet and Judith. The rest is silence.

Dylan Thomas was born in Swansea, Wales on 27 October 1914. In 1934 his first book of poetry, Eighteen Poems appeared, followed by Twenty-five Poems in 1936, Deaths and Entrances in 1946 and in 1952 his final volume, Collected Poems. He also published many short stories, wrote filmscripts, broadcast stories and talks, did a series of lecture tours in the United States and wrote Under Milkwood, the radio play.

During his fourth lecture tour of the United States in 1953, a few days after his 39th birthday, he collapsed in his New York hotel and died on November 9th at St. Vincent's Hospital. His body was sent back to Laugharne, Wales, where his grave is marked by a simple wooden cross.

In June 1994, his wife, Caitlin Thomas, died in Italy, where she had spent most of the years of her life after the death of Dylan Thomas. Her body is buried next to his.

An Interesting Stepping Stone

Many people would like to say that Shakespeare did not write this play. But this is hardly fair. Even with the world's finest writers such as Marlowe and Dickens, not every single thing they write can be a masterpiece. But what makes "The Two Gentleman of Verona" worth reading? Well, Shakespeare presents us with a valid theme. (Conflicts often exist between romance and friendship.) There is also beautiful language. Launce and his dog offer some interesting comedy as well as a beautiful and memorable passage in 2.3. The scene where Valentine is accepted amonst the outlaws is memorable. This is Shakespeare's first play where a woman (Julia) disuises herself as man to do some investigating. It is also easy to see that several elements of this play were used in "Romeo and Juliet." To be sure, this is not a masterpiece like "The Comedy of Errors," "Richard III," or "King Lear." But it is still an good study that is worth some interest.

The Archetype of Later Romantic Comedies

Although few would claim that Two Gentlemen of Verona is one of Shakespeare's greatest plays, it is well worth reading in order to serve as a reference for the best of his romantic comedies. In essence, Two Gentlemen of Verona gives you a measuring stick to see the brilliance in the best works.
The play has the first of Shakespeare's many brave, resourceful and cross-dressing heroines, Julia.
Shakespeare always used his fools and clowns well to make serious statements about life and love, and to expose the folly of the nobles. Two Gentlemen of Verona has two very fine comic scenes featuring Launce. In one, he lists the qualities of a milk maid he has fallen in love with and helps us to see that love is blind and relative. In another, he describes the difficulties he has delivering a pet dog to Silvia on his master, Proteus', behalf in a way that will keep you merry on many a cold winter's evening.
The story also has one of the fastest plot resolutions you will ever find in a play. Blink, and the play is over. This nifty sleight of hand is Shakespeare's way of showing that when you get noble emotions and character flowing together, things go smoothly and naturally.
The overall theme of the play develops around the relative conflicts that lust, love, friendship, and forgiveness can create and overcome. Proteus is a man who seems literally crazed by his attraction to Silvia so that he loses all of his finer qualities. Yet even he can be redeemed, after almost doing a most foul act. The play is very optimistic in that way.
I particularly enjoy the plot device of having Proteus and Julia (pretending to be a page) playing in the roles of false suitors for others to serve their own interests. Fans of Othello will enjoy these foreshadowings of Iago.
The words themselves can be a bit bare at times, requiring good direction and acting to bring out the full conflict and story. For that reason, I strongly urge you to see the play performed first. If that is not possible, do listen to an audio recording as you read along. That will help round out the full atmosphere that Shakespeare was developing here.
After you finish Two Gentlemen of Verona, think about where you would honor friendship above love, where equal to love, and where below love. Is friendship less important than love? Or is friendship merely less intense? Can you experience both with the same person?

Worth the time and money

It is true that this work is not among Shakespeare's greatest by any stretch of the imagination. This entire play reflects the immaturity of a young William Shakespeare. What makes the play so interesting however, are the themes that are explored within the play. He compares the love between a man and a woman with the friendship between two people to see which is more powerful. In addition, Shakespeare uses three fools (or rather two fools and a clown) to enhance the comedic elements of the play. While the plot may not be entirely believeable or even politically correct in today's society, when taken in context, this play is still worth the time and money.
